Michael A. Gordon; Jeffrey D. Holt; Donald R. Ferguson Sr., Almas 18 pg. 32 Michael A. Gordon, Potentate; Jeffrey D. Holt, Chief Rabban; and Donald R. Ferguson Sr., P.P., Recorder; all of whom are Representatives of Almas Shriners, Washington, D.C., propose the following:
    Amend §323.5 of Article 23 of the bylaws of the Iowa Corporation by adding certain language so that such section, as amended, will read as follows, with the new language italicized:
    ARTICLE 23
    Temple Membership
    § 323.5 Balloting. 
    (a) through (g) No change.
    (h) Alternative Balloting for International Shrine Clubs. Notwithstanding the procedures set forth in subsections (a) through (g) above, temples with clubs located in a country other than that of the temple’s primary office address may utilize the following alternative balloting procedure. Balloting may be conducted by the local club in a meeting of the club consisting of no fewer than the Club President, Club Vice President, Club Secretary and quorum of members required by the club’s bylaws. Subsequent to a report on a candidate’s petition, paper ballots shall be distributed, marked, collected and counted in the presence of the Nobility. If a majority of the ballots are favorable, the candidate is elected. If a majority of the ballots are unfavorable or if the votes are evenly divided, the candidate is rejected. The presiding officer may call for a collective ballot. Subsection (f) above shall apply to this alternative balloting procedure. Upon completion of the vote the list of balloted petitions must be provided to the Temple Recorder. Note: If Item 15 passes, the next to last sentence of this paragraph will need to be edited to say, "...collective ballot. Subsection (e) [(f)] above..."
    Effect of amendment if passed: International Shrine Clubs would ballot on candidates for membership in Shriners International at meetings of the shrine club using the Alternative Balloting procedure.
